The Lawrence Regional Public Safety Center is a first-of-its-kind partnership between the City of Lawrence, Northern Essex Community College (NECC), and the Massachusetts Municipal Police Training Committee (MPTC) designed to provide efficient, high quality public safety training to meet the workforce needs of northeast Massachusetts and other participating regions and organizations. Additionally, the City of Lawrence proposes to build a new police headquarters near its current Lowell Street location, in a modern facility sharing space with the Regional Public Safety Center. Because of the synergies created by this partnership, the new Lawrence Regional Public Safety Center and Police Headquarters makes more efficient use of state and local taxpayer dollars to address public safety training and education needs, and to provide modern public safety services.

 

The new Police Headquarters will enable Officers and Administrators to more effectively serve the residents of Lawrence. Through NECC and the MPTC, the adjoining Center will feature: a permanent location for ongoing basic recruit training (police academies), an expanded NECC Criminal Justice Program, ongoing veteran officer professional development and specialized training (e.g., Suicide Prevention, Domestic Violence, Racial Profiling, Crime Prevention, Sergeant’s Basic Training, Dispatch Training, etc.), ongoing reserve/intermittent officer training for part-time municipal police offers including reserve/intermittent basic officer training and annual professional development, additional college certificate and degree programs in areas such as Homeland Security and Peace Studies, and customized training and facilities rental (e.g. firing range, situational training maze, etc.) for municipal police, state police, sheriff’s departments, private security companies, TSA .

 

The project is a Feasibility Study for the City of Lawrence, the Lawrence Police Department, the Executive Office of Public Safety and Security, the Executive Office of Administration and Finance, and the Massachusetts Division of Capital Asset Management & Maintenance.
